Georgia House Committee advances bill requiring PTSD insurance for first responders

The Georgia House Committee on Public Safety and Homeland Security, under the leadership of State Representative J Collins, has made progress with House Bill 451. This legislative proposal, spearheaded by State Representative Devan Seabaugh, is designed to aid first responders diagnosed with occupational post-traumatic stress disorder (PTSD), according to lawmakers.

In a press release issued by the Georgia General Assembly, Collins stated: "House Bill 451 is a pioneering piece of legislation that is much needed to support Georgia’s first responders who are struggling with PTSD. Our first responders and public safety officials are often the first to arrive at an emergency scene, and their experiences can have a lasting impact on their mental health. We must ensure that our first responders are given ample opportunities to receive treatment, if necessary, and this legislation aims to do just that. I am proud to see this crucial bill receive bipartisan support in our committee and look forward to continuing the work this session to send the bill to the governor’s desk."

As per H.B. 451, it mandates public entities provide supplemental insurance specific to illnesses for eligible first responders diagnosed with occupational PTSD resulting from traumatic events during their regular duties. The bill details benefits such as a one-time lump sum of $10,000 and an income replacement disability benefit, subject to conditions. It defines eligible first responders as those experiencing or exposed to traumatic events within two years, with coverage commencing on July 1, 2024.

According to Ballotpedia, Collins was elected in 2016 and represents District 71 in Carroll County. He currently chairs the Public Safety and Homeland Security Committee in the House of Representatives and is affiliated with the Republican Party.
